With the recent release of iOS 12, Apple has finally released a much-anticipated feature programmers have wanted for years: Single. This new mode allows apps to run an individual instance on its own in parallel with your other devices using different data and settings while also opening up potential opportunities for development.

If you believe Democrats’ progressive agenda is being questioned because of its declining popularity, think again. Despite the state’s failure five years ago, California Democrats are working to revive government-run, single-payer health care.
Single-payer healthcare was a campaign issue for Gov. Gavin Newsom in 2018, and it passed the state Senate in 2017. However, it failed to pass in the more conservative Assembly because it lacked financing to cover the anticipated $400 billion yearly cost. It would also have required Trump’s Health and Human Services Department to provide Medicare and Medicaid waivers. The law is “woefully incomplete,” according to Assembly Speaker Anthony Rendon.
Progressives are now putting the finishing touches on it by imposing massive tax hikes. Co-pays, deductibles, and premiums would be eliminated under their reintroduced plan, which would replace Medicare, Medicaid, and private health insurance with a state-run system. Californians would also be eligible for a comprehensive range of services, including vision, dental, and hearing care.
Costs would be controlled by a board of bureaucrats, who would ration care. The public would be kept out of discussions concerning rationing choices. In order to “guard private, sensitive, and proprietary information,” the act “imposes a restriction on the public’s right of access to meetings of public organizations.” While Californians are legally entitled to a “free” knee replacement, they may not get one if state officials deem them too old—but the state will not tell them.

• Begin with a 2.3 percent excise tax on businesses with yearly gross revenues of more than $2 million, which the measure refers to as “the privilege of doing business in our state.” This gross receipts tax, which would be applied to revenues rather than profits, would penalize both big and small enterprises with poor profit margins. Many people will take advantage of their advantages in other ways.
• Employers with 50 or more employees would be subject to a 1.25 percent payroll tax that would be passed on to employees. Employees earning more than $49,900 would be subject to an extra 1% payroll tax. These taxes will increase the effective income tax rate on wage workers earning more than $61,213 to 11.55 percent, which is higher than the rate paid by millionaires in all states save New York.
• An extra progressive surtax on income exceeding $149,509 would start at 0.5 percent and escalate to 2.5 percent at $2,484,121. Couples earning more than $299,509 would pay a 12.55 percent maximum rate. On unearned income, such as capital gains, the top marginal tax would increase to 15.8%, while wage income would climb to 18.05%.

While the California constitution requires two-thirds of the Legislature to increase taxes, the measure states that if required to support single-payer, a simple majority may hike tax rates. Democrats enjoy a solid supermajority in the state legislature, with 75 percent of members in the Assembly and 78 percent in the Senate.
The new parliamentary redistricting for this year are projected to offer Democrats three more firm seats in the Assembly, where they failed to get votes for single-payer health care five years ago. If the bill passes, Assembly Democrats may be less concerned about a voter backlash in November now that their supermajority is more solidly established. The tax hikes would still need voter approval since they would exceed the state constitution’s spending cap. Progressives, on the other hand, seem to believe that people are willing to pay more taxes.
